This will do it.

Assuming that the PTFs are loaded...

APYPTF LICPGM(5722999) SELECT(*ALL) APY(*TEMP) DELAYED(*YES) IPLAPY(*YES
*APYPERM) APYREQ(*YES)

Change the LICPGM(xxxxxxx) to the licensed program you want to apply
ptfs for.
