1 - You do not install iSeries Access from LICPGM CD's.  You do it from a 
CD called:
IBM Systems
iSeries Setup and Operations
Version 5, Release 4
Includes:
- iSeries Access for Windows
- EZ-Setup for iSeries
Then I'd get the latest service pack from
http://www-03.ibm.com/servers/eserver/iseries/access/casp.html

2 - I always vary off any IXS prior to bringing my system into a 
restricted state or IPLing the machine.  And since an OS upgrade requires 
an IPL...
Also, on occasions I "forgot" to vary off a hosted Linux partition, which 
also shows up on WRKNWSD, prior to doing a RCLSTG.  The ENDSBS *IMMED ran 
successfully and I got the QSYSOPR message that the system was in a 
restricted state.  But leaving that puppy varied on caused some anomalies 
with RCLSTG.  So, again, I'd vary off anything that appears on WRKCFGSTS 
*NWS.
