V5R4 Install - Client Access before is/OS?

All,

I use Operations Console.  The V5R4 install manual 'recommends' installing
V5R4 of Client Access before installing V5R4 of i5/OS if you use Operations
Console.  Did any of you do this?  Or not do this?  If so, can't I just do
this from the appropriate LICPGM CD I got?

Also, it says to vary off IXS cards before the install.

I don't remember doing either of these on prior releases.  OTOH, my memory
is so bad sometimes that I think I could live Groundhog Day for real and
every day would still be a Totally Unique Experience.
