So, for the situation in question, this seems like a good solution.
Windows on the IXS can be configured to synch to the SNTP server on
the System i.

As an aside, in a Windows domain the PCs and member servers in the
domain automatically synch to the domain controllers, so dealing with
the individual PC's is a non-issue.
