It means that the FTP program on the computer it was talking to (it's "peer") ended (or "reset") the connection. The error message is not really an FTP error message, but rather a TCP error message. (FTP uses TCP to communicate commands and file data over a network.)
It could be a network error causing the connection to be reset, or the software on the peer may be deliberately resetting it.
It's sort of like making a phone call to a friend, and suddenly hearing a dial tone and your friend is no longer there. Did your friend hang up the phone? Was their a glitch at the phone company? All you know for sure is that she's no longer connected.
