System does a CHGJRN *GEN on every journal at IPL time by default,
AFAIK.  You should see QSYSOPR on some of our systems during IPL, wow!

I have a journal receiver with a threshold of 500000 K.
  The journal is defined with the attribute Manage receivers . . :
*SYSTEM.
  There are no explicit CHGJRN commands being issued.
  During the IPL process, the system is changing the journal receiver
regardless of the size.
  I am on V5R2.
  Is this normal or is a bug?
