I don't know if I have a better memory, the part about whether to use
assembly or a high level language just stuck out in my mind, its kind of
like some of the discussions that we have here. Should we use ILE, SQL
or any of the various fancy new fangled techniques? On the one hand
people will have to learn something new, and their methods will have to
change, on the other hand productivity will go up. I think it is a
pretty good analogy.

that it was "must" reading when I started 30+ years ago.


If I do recall correctly (too many gray cells have bitten the dust at 
CUDS), his primary point (and thus the title) was that they tried to 
speak up the project by throwing more bodies at it.  Apparently there's 
this thing called "diminishing returns."
