If by "do the same thing" you mean to successfully display a 5250 session in a browser and provide access to spooled files and DB2/400 then you might want to consider the aXes product from Arterial Software. It doesn't need the pre-requisites of iSeries Access for the Web. Download, install, start the servers, start the browser and instant access across HTTP. Up and running inside half an hour.
Linoma Software are a US distributor of aXes or you can go directly to the Arterial web site at http://www.arterialsoftware.com to download a trial copy.
Note that I'm involved with the creation of this software so treat this as a vendor append.
