If you have PASE installed, you can use some of the best utilities developed on the Unix platform. In this document http://www.venera.com/downloads/Reverse_shell_using_netcat_on_AS400.pdf you will find instructions on how to use netcat on the iSeries to scan for open ports.
Presumably nmap will also work.
The advantage of using these Unix tools is that the knowledge and experience you gain are not lost. The netcat invocation is exactly the same across all platform. I use it regularly on my Win XP as well as on the iSeries.

I know there is some way to test ports between systems without using
telnet (not allowed in my environment).  My monitoring (Messenger
Console) does it but I can't figure out how.

Is there a way to ping to a specific port?
