As I recall, InfoWindow II terminals do have scroll-bar
capability. That is what we're talking about, right?

finding docs to help me add the capability to our
emulator.

Some time ago I started working on adding scroll bar support to tn5250. If I remember right, the docs weren't wonderful but they were usable. Other things came up and I never finished adding the support. However, I don't think it would be an impossible task to complete.
