Where can I find details on these "educational credits"? We purchased
hardware last fall and I was not aware of this. Maybe we missed the time
period.

Go and make your own opinion.  They're both similar.  And, if you've
recently purchased IBM iron you can use your educational credits towards
the IBM Tech Conf.
