It sounds like Wells Fargo is saying they support authentication via client certificate, hence no need for username and password. I did not think FTP supported client certificates, but it might. This is technically not the same as SSL, although it would usually only be used via a connection that was secured with SSL. So it sounds like you have the securing of the connection via SSL working, but either Wells Fargo is wrong to think that FTP supports authenticating via client certs or your FTP client just does not support that. HTTP certainly supports client certificates, but you would have to code for it.
