We had a similar requirement {auditors}.  The thing was, all FTP file transfers 
had to be logged.  The only solution was to use "Exit Points".

QIGM_QTOD_SERVER_REQ

I found some sample programs for these "Exit Points" & enhanced them to write a 
record to an "Exit Point" logging file.  After that it was just a mater of 
writing a query over it to create the needed reports.
