Depends on the file system and the backup program. Also depends on rather the real file was saved at the same time as the symbolic link (ie. you saved /home/**) It's been a while since I dealt with this, plus in reality you have to deal with hard and soft ( symbolic ) links. However (after a quick google), generally speaking I believe that for symbolic links, the link is generally restored and if the originally file is gone then you have a broken link. For hard link, it seems to depend on the backup program to save one copy or multiple copies of the data. (Sounds like Exchange) I'm not saying that Exchange doesn't use a valid solution to the problem. But given the number of duplicate emails floating around, and the space consumed by them on tape. I'm thinking that MS could have made a better choice. After all, you yourself said that brick level backups are being avoided due to the space requirements. Have a good weekend!
