I think what he is looking for is someone to say "Hey, I always wanted a 
tool to do ___ but I haven't had the time to write it myself or search for 
existing ones out there.  If you want to write one up, I'll be happy to 
critique it for you and shake it down."

If I think of anything, I'll post the request.
