Strange join logical duplicate key error.

Physical FILEA:
     A          R FILEAFMT        
     A            FAKEY1         3
     A            FAKEY2        15

Physical FILEB:
     A          R FILEBFMT        
     A            FBKEY1         3

Unique Join Logical FILEAJ0:
     A                                      UNIQUE             
     A          R FILEAJFMT                 JFILE(FILEA  FILEB)
     A          J                           JOIN(FILEA  FILEB) 
     A                                      JFLD(FAKEY1 FBKEY1)
                                                               
     A            FAKEY1                                       
     A            FAKEY2                                       
                                                               
     A          K FAKEY2                                       

- FILEB contains two records: AAA and BBB.
 
- Why would the following cause duplicate key error?
When I add FAKEY1=AAA, FAKEYB=1234567890 to FILEA.  It added ok.
However, when I try to add CCC, 1234567890 to FILEA, I get a duplicate
key error.
