If the device does indicate it can support Word Wrap the 8100 FCW is replaced with 8680 which is what I would expect.
I went into the source for lib5250 and looked over the code that handles field control word and field format word. The code doesn't have anything for 8100, though 8101, 8102, 8103, and 8106 are all handled.
I once came across a similar mystery that may be useful here. I onceencountered an undocumented code in the 5250 data stream returned by iSeries Access. I talked to IBM about it and they said it was a leftover from code that was used to talk with mainframes that somehow snuck into iSeries Access. The docs said that this particular area of the 5250 protocol was supposed to be reserved and all zeros, but iA was sending hex 40 or something. The end result was "just ignore it".
