They are using the defaults I'm sure...

*INQMSG is the default in strprtwtr.

Check how your STRPRTWTR command for that printer was run.

STRPRTWTR DEV(PRT01)
          FORMTYPE(*ALL *INQMSG)

You need to use *INQMSG when the writer is started to receive form change
messages.
*INFOMSG or *NOMSG might have been used to suppress the inquiry message.
