Is this initially and automatically set when a user profile is created?
  If so, what function in the users profile creation translates to what
QM privilege?  

No one here has specifically accessed each users settings in QM to set
them.    In addition, is there a way to take option "10"  off the menu
or prevent it from being used by regular users but left and granted to
query developers?
