Create a second copy of qinter subsystem.  Call it ITInter and put a
couple of IT workstation entries in to it.  Now IT can still get a
signon but standard users cannot.  You can restrict access to the
workstations using standard security.  Leave Qinter down all night.

We are bringing down QINTER to knock everyone off.  We then bring it
back up in case IT personnel need to get on the system at night.  The
problem is that will allow anyone else to get on too.

I guess we really want to restrict access to the DB files.
