On a similar theme is there a way to get excel to open and refresh the
data from the strpco and STRPCCMD PCCMD

You could webface, or otherwise browserize, your applications and then
the links would work quite well.  There's only so much you can do with
straight 5250.

Well thank you Andrew and Shalom.  What you suggested worked perfectly.

The only hiccup was 123 byte limit. The URLs that will be used are long
and ugly.

Since a big part of the command text was the IE program string, I placed
a copy of IE in the root of C: and used that.

After seeing the solution I see a few questions.

What if someone is running Telnet and not CA. 

It would seem that STRPCO would only be supported if CA was the session
manager.
