To 'buy' a few dozen bytes or so, you can make a batch file to contain
the iexplore.exe portion of the run command:

@ECHO OFF
start "c:\Program Files\Internet Explorer\iexplore.exe" %1
Exit 

It is also possible to calculate the URL in the batch file itself thus
saving the 123 bytes for 'raw data'.

Well thank you Andrew and Shalom.  What you suggested worked perfectly.

The only hiccup was 123 byte limit. The URLs that will be used are long
and ugly.

Since a big part of the command text was the IE program string, I placed
a copy of IE in the root of C: and used that.

After seeing the solution I see a few questions.

What if someone is running Telnet and not CA. 

It would seem that STRPCO would only be supported if CA was the session
manager.
