IFS - Object in use error message CPFA09E

I got a problem that google and midrange archives have not been able to fix for me.
After creating a file in IFS, I then try to CPY file to QDLS folder so that I can then use SNDDST to e-mail to user. 
Program that creates file does issue close to file before ending.

I also get 'File in use' message if I open with Excel.
Ops Navigator says file is not checked out. 
PUBLIC has *RW.

If I signoff and the back on Excel works with out problem and CPY works.

Anyone have an idea?
