I've used Brad's tools for a few years now, and cannot speak highly enough
of them! You won't beat the cost, and the tools and his support are
impeccable. He has a tool called OUTQTRG that can almost do what you want,
but you'll also need a util to send the email. If you don't have one, you'll
also need to buy his SPLTOOL utility.

We use the SPLTOOL suite, but not OUTQTRG. I wrote a CL utility that I wrote
similar to the one Vengoal referenced, and use Brad's SPL2EMAIL util to send
the email.
