Not true. A user profile with STATUS(*DISABLED) cannot be used to sign on via FTP. Try it and you'll receive.
530 Log on attempt by user XXXXXX rejected. Login failed.Note:- this is the same message sent for an incorrect password so ensure you type correctly.
I tested this on OS/400 VRM440 just in case it was an omission corrected on later releases. This system also has no FTP exit programs installed. I seriously doubt it has ever been possible to sign-on using a disabled profile.
Perhaps you meant something else by your use of 'disabled'?
