DSL should not be very expensive.  We've deployed it to replace dialup
for our remote/branch offices.  I don't see the telecomm bills but I
know it's not that costly, especially for a limited speed line.

Check your area for local wifi / broad coverage wireless providers.  A
local one to me, for instance, is NotWires:

Your other option is probably to just go dialup using some ISP.  You can
have the AS/400 do the dialing or have a PC/server on the same LAN as
the 400 do the dialing and use Windows' internet connection sharing to
allow the 400 to pass through the PC (the 400 is configured to have the
PC's IP address as it's gateway).
