I just had to replace a battery on our IOP.  It was about the size of a
cordless phone battery.  So maybe the power outage was short enough that
the system didn't go down.

Unless... it's just one more thing to add to the list about why an
AS/400 is more reliable. Maybe the message ~would~ be sent if a few more
cycles were dropped.
