If so you likely would be steered clear of a lot of great software. .NET makes a great front end to the AS400. The .NET framework SDK is no charge and comes with the C# CSC command line compiler. With an ODBC connection to the 400, sql procedures on the 400, and C# on the PC client, you are arguably more productive than a green screen rpg programmer.
