From VRM510 and up you can use the CHGATR command but you'll need to be 
sure the data in the file matches the new CCSID. For example, if your 
PDF files really were created in CCSID 37 and you just change it to 819 
you'll likely have problems reading them. If the PDF files are actually 
819 and the 37 tag is simply an oversight due to the default file 
creation process then you'll be fine (but if that's the case then you 
should set the CCSID during the PDF creation).
Another thing to check is whether the PDF files have a Primary Group 
Profile (PGP) specified. I've noticed very strange behaviour copying 
files where the files have a PGP. Even though all other file 
authorities match the requirements for a copy operation and the copy 
works without a PGP the copy will fail when a PGP exists on the file. 
I've found no documentation to explain this behaviour. The copy will 
fail using CPY but work using cp from QSHELL. The OS/400 error message 
usually indicates insufficient authority (and in typical Unix-weenie 
fashion gives no indication of WHERE the problem might be) but I've not 
tried copying to /QNTC (don't use WinDOS). It is possible that a 
generic "can't do that" message is sent. Most of the IFS commands 
provide really pathetic error messages when compared to the feedback 
we've come to expect from the rest of the system.
