DCM and Secured Telnet

Thanks to all who had suggestions on why DCM wasn't recognizing crypto. I passed on the suggestions, and one of them (I don't know which) did the trick.
Another question: Sometimes, when we assign a certificate to the Telnet server, Port 992 starts up immediately, without anybody having to do anything else (which is what the instructions SAY should happen). Other times, it doesn't start up until the Telnet server is restarted. Anybody have any idea why this would be?
