There is an open source tool called pdftk 
(http://www.accesspdf.com/index.php?topic=pdftk ) that might be able to 
be compiled to run in PASE on the iSeries.  A quick scan of the compile 
instructions looked pretty straight forward.  No info on an AIX binary 
at the site though.

If I had some extra time at the moment I'd give it a whirl since I have 
the gcc compiler and other libraries installed.  If you have a Unix or 
Aix geek on staff they might be able to walk you through it.  Or you 
could search for the binary using Google.

If you can get it to compile, you can run it from a CL program.

It looks cool enough that I might try this if I get a chance.
