My suggestion ...

PWRDWNSYS OPTION(*IMMED) RESTART(*yes)

If no one is signed in it doesn't matter, and this is far easier to
walk them through than ending tcp/ip and varying off/on the ethernet
line.

Additionally, recommend that they get a better switch.
