While probably won't help you at all, this is a job that suits postscript perfectly (going back to the earlier discussion about the best print format language). A postscript post-processor can easily put this kind of text on every page. For an example of how to do this take a look at this:

You can use the scs2ps program to convert your SCS print files to postscript and then feed that through an automatic "watermark" post processor.
