Whether an interactive or submitted or "web" job, library lists are set
by the job description so look at the job description of the web job.
You may not want your whole file lib available to web jobs, and so may
need an ovrdbf in the trigger.

The problem is that the trigger program fails because the job
QZDASOINIT
that updates the history file does not have the correct libraries in
its
library list.

I would suggest putting the triggers in the same libraries as the file
that they're connected to.  That way, you won't have this problem.  It
also solves some issues with backup/restore if I recall correctly
(though,
I don't remember what the issue was, so I could have that wrong.)
