Write a simple monitor message program to monitor the QSYSOPR message
queue looking for the MSGID when your system goes on backup power.    If
the message is trapped, execute command in a product like Help Systems
Robot Alert that will dial the # as it is a modem.

I will be glad to share the simple code to monitor the QSYSOPR Message Queue.
