Our AFP to PDF converter also converts to TIFF first - this is a very common technique - after all, an AFPDS spooled file suggests there will be graphics involved. But the need to convert only the graphics and have otherwise the text searchable is an interesting one. I'll pass on the idea.

I tried AFPTOOL in the past, and it did a good work, but had also some limitations. IIRC, it does a AFPDS to TIFF conversion. So in the outputted pdf text is changed into graphics.
