PC. My home PC is Windows 98 which now talks to the work 400 via VPN

what is laughingly called "high speed" Internet connection.
I would look into creating the PDF on the as400. There are free pdf creating pgms available (in RPG) - probably find it in the archives or google. The way they work is take a spool file and copy it as a constant into PDF.
Then either e-mail it or put it on the ifs or other network drive and let the users have access to that directory.
