First, make sure there isn't a writer attached, it'll stop you cold. You'll
be able to see the parameters, but you won't be able to change them. Kill
it, and restart it after the change.

Then CHGOUTQ <outq>, hit F10, pagedown, then <enter> twice. Change the IP
and hit enter a couple of times to end the prompting. 

At any rate, this works here.
