As with most things in IS....it depends.

Are the 40 pages a day trying to go out all at once and are they time sensitive?

Are they going to local or long distance numbers?

I've used and email-to-fax gateway (http://www.maxemail.com) at a previous 
position.  At 0.08 per page, may cost less than an additional phone line.  In 
my case, it was particularly appealing since while I only needed to send out 
about 50 or so faxes a day, the faxes all pretty much went out at the same time 
and they needed to be sent without a delay.  To be able to meet the time 
requirements, we would have probably needed a fax server software (and or 
hardware) and two or three phone lines.  All of which would have been sitting 
basically unused for the other 23hrs in the day.
