Your question could be interpreted a lot of different ways, and I do not 
think the answer to all of them would be No.  You should spell this out in 
more detail.

Worst case, it ought to be possible to write a client/server app that can 
do just about anything.  Picture your green screen program talking to a 
data queue, with a program that is running on Windows and capable of 
talking to MS Project backing it.

Almost anything is possible.
