I'm from the old 38 days.....was around for the install of the first three in Maine, so that's not my excuse. But, this is from the infoCenter regarding OvrPrtF V5R2 "Parameters not specified do not affect parameters specified in the file description, in the program, or in other file override commands run later." What you are saying must be true because it bit me. I just had to modify 20 programs. These are certainly in the same call level - within lines of each other in the same CL and each OvrPrtF overrides different parameters. Another guy here had the same problem a year or so ago and didn't realize what the cause was until I forwarded your e-mail. I'm sure he's been around at LEAST as long as I have. I give up. It's done.
