If they don't want to swing for performance tools, the Management Central part of iSeries Navigator is quite good. My boss uses it all the time. We too are a BPCS405CD shop (but that is only a tiny fraction of our disk usage). For disk management you really ought to run the RTVDSKINF / PRTDSKINF *SYS combo. IBM is aware of issues with sessions dropping causing performance issues. They are also aware of limitations on the number of 5250 sessions per QINTER type subsystem.
