Due to several circumstances, we're going to do a scratch and re-load
this weekend and I've come up with a question that I can't find a good
logical answer to:  How are the User Profiles best restored?

As a part of the Restore 21 logic, all of the profiles as they existed
as of the system 21 save are restored as they were then.  We do a
SavSecDta nightly and will have that tape available as well.

For libraries it's much simpler, I can just omit the ones that are on
the nightly tape and then restore them after the Restore 21.  Is it
best to just skip the RstUsrPrf on the Restore 21 and then RstUsrPrf
from the other tape when I load it?
