Thanks to all who replied. I have placed the second module in the first and everything is working fine. The reason that I had original made separate modules was to make the second module available to other programs at a later date. The only way to get the service program to create is to specify Export on the procedure in Module 2. The problem with this is that the procedure Module 2 is then available to be used outside the Service Program.
