1 - Instead of using your vacation, I would hope that your skinflint of an employer would at least allow you to have the time off without burning your vacation. Be nice if it was a paid leave of absence and not an unpaid leave of absence. 2 - The lug is a good idea. You might want to become a member. Most lug's will give you the COMMON number for simply paying your membership fees, even if you can't make the meetings. Start your own lug.
