This is correct, the users cannot guarantee that there will even be dashes. At this point in time, the solution that seems to be acceptable to all is a trigger that will remove all dashes and store that in a different file, and all programs that need to validate will validate against that. Unfortunately, we will have to take care of updates, inserts and deletes.

Lots of work for something that is not that often used :(

Even if the dashes are in the same place for every part number now it could
be dangerous to assume they always will be, even if the users give you a
sworn affidavit to that effect. We techies need to be very careful about
imposing artificial restrictions on our companies' business rules because
we prefer a solution that's obviously right from our point of view.
