order of spooled files in outq -- MIDRANGE-L

What is the order of spooled files in an outq, written by an RPG pgm? 
If I have an RPG and use user control in F spec so that each 
spooled file can be opened in the order I want them to print, 
I am finding that sometimes the order in the outq is not the 
same order I open the files? Is it doing something funky like 
only truly opening the spooled file when something is actually output?
