AFAIK, the 5250 protocol does not allow formats of both DS3 and DS4 to
be visible at the same time.  So when I have a popup which may need to
go on top of either a DS3 or DS4 format, I have the program first
detect the current state (not the device capabilities but the actual
current state) and then condition my popup so it uses the same format.

I use the DSM api QsnRtvMod to get the current device mode.  Examples
would be in the forum archives.
