I am not going to bother to quote any of your message.  It sounds pretty 
bad.  You might try contacting Rick Chevalier to see if they got anywhere 
with this:

Given all of the "expert" help you have been getting already it seems 
stupid to toss in ideas from the peanut gallery, but ...  Have you looked 
into that issue that has been brought up in the past where there are 
performance problems if you have access paths that have different index 
sizes?  In other words, some files have ACCPTHSIZ(*MAX4GB) and some have 
*MAX1TB?

I would assume that would be one of the things IBM would check.
