We have Implementer set up to *NOT* automatically add the related objects to
the request.  IIRC, when we first set it up we were having problems with it
knowing (correctly) what needed to be recompiled.  This also puts the onus
on the developers to make sure that they have reviewed everything which is
affected by a change.
